This study utilizes the ArcGIS Pro software for the comprehensive integration of above-ground, ground, and below-ground elements into a georeferenced 3D map and model. The focal point of this research is the creation of a 3D model aimed at mapping a specific area within the municipality of Karlskoga, Sweden, known as the E18-Ekeby crossing project, initiated in 2017 to address traffic safety concerns due to recurring accidents and fatalities. The ongoing construction endeavors to mitigate these issues and is projected for completion by the close of 2023. In the course of developing the 3D map and model, disparate data from various authorities and private entities were amalgamated within the ArcGIS Pro software. However, limitations posed by diverse file formats, incomplete data, absence of elevation information for objects, and an inadequate understanding of subsurface geological structures collectively hindered the credibility and dependability of the resultant 3D model. Furthermore, this study highlights the ongoing evolution of regulations and standards concerning the storage, accessibility, and interoperability of underground object data, specifically for network utilities. With the anticipation of future studies and applications, the attainment of prerequisites such as enhanced data accessibility, relevant knowledge, established standards, and program-data interoperability, offers the potential to enhance the efficacy of 3D mapping and modeling, encompassing both above and below-ground components. These advancements are poised to benefit forthcoming stakeholders in urban planning, operating at both local and national scales.
