The thesis examines the Swedish parliamentary debate about how responsible public servants should be ensured during the period 2001-2022. The main aim of the study is to investigate the eight political parties in the Riksdag and their views and reasoning regarding how responsible public servants should be ensured. An idea analysis has been conducted to describe the development of the parliamentary debate during the examined period. Two ideal types based on the debate between Carl Friedrich and Herman Finer are used in the analysis. The ideal types are included in the analysis to describe the width of the parliamentary debate from the parties´ views on the relationship between politics, the public administration and what policy instruments the parties propose to ensure responsible public servants. The findings of the study indicate that when the parties approach this question in the parliamentary debate they mainly present the proposed policy instrument while the reasoning about a broader view of their visions about the role of the public administration and the public servant often is left out. The results also indicate that education of public servants as a policy instrument occurs in the debate throughout the whole period and independently of party color. Disagreement in the debate has mainly occurred during the last decade and is about whether the legal responsibility for public servants should be extended or not where the right-wing parties are the ones urging for extended legal responsibility for public servants.
