Sammanfattning

The phenomenon of homelessness is continuing to be a persistent social issue in both Sweden and other countries around the world. For the individuals that are living in homelessness it often leads to a living situation that is insecure. Furthermore, the longer individuals remain outside of the housing market, the more difficult it becomes to secure a stable home. At the same time, a home is essential to be able to experience security, recovery and self control. Because of that, the Housing first model has gained increased attention as an approach in supporting individuals that are living in homelessness. To access stable housing situations without the same requirement as in the staircase model. Although, there is still a need for a better understanding of how the model is applied in practice within the municipal services. The aim of this study is therefore to examine how professional groups with two different organizational affiliations and areas of responsibilities working with homelessness perceive the Housing first model and to examine the importance of the professional starting points for the implementation of the model. This study used a qualitative method and is based on a total of four semi- structured interviews, to collect data. The findings reveal how both professional groups perceive that some sort of motivation and a will is necessary for clients and for the model to function in the long term. Additionally, some clients are seen as needing some certain housing abilities in order to live independently. The results also showcase that professionals tend to have different areas of responsibilities and emphasize different priorities on what is considered progress within the model and client. Then, Housing first is sometimes perceived as the last solution or option in practice when nothing else is working, rather than being seen as a model for everyone. On the other hand all professionals agree that the model leads to closer work with clients, building a relationship and always standing on clients side.
