Developing an Evaluation Strategy for a Nuclear Operator Training Program : A Case Study Based on Staff Perspectives at KSU

Safe and reliable operation of nuclear power plants depends on well-trained operators whose skills and knowledge are continuously developed and evaluated. To ensure that operator training programs achieve their intended outcomes, systematic evaluation strategies are required. Kärnkraftsäkerhet och Utbildning (KSU) is responsible for training all nuclear power plant operators in Sweden. In 2026, KSU will introduce a new combined training program for turbine and reactor operators. The purpose of this study is to develop an evaluation strategy for KSU’s new training program by analysing existing evaluation practices and identifying areas for improvement. The study is based on a qualitative approach, using semi-structured interviews with three instructors and a project manager, all involved in the new training program. The data were analysed using thematic analysis. The findings show that KSU uses several evaluation practices, including course surveys, theoretical tests and simulator observation. However, the findings also revealed limitations, such as low engagement in surveys, limited follow-up after training is completed and challenges with internal communication and the establishment of clear and shared goals. Based on the findings, an evaluation strategy is developed in accordance with the four levels of Kirkpatrick’s model for training evaluation. The strategy aims to support continuousimprovement of operator training and nuclear safety.
