Etablering av digital plattform i offentlig sektor : En kvalitativ fallstudie av en socioteknisk samordningsprocess

This study aims to investigate the challenges of regional competence supply today.Municipalities today often base decisions made within the municipality without effectivelycollaborating externally. This paper aims to bring guidelines for establishing a digitalplatform through internal and inter-organizational analysis of infrastructure and resources.Our research question was shaped to understand how a digital platform can be establishedwithin the public sector. Furthermore, the main topic to enable analysis of the researchquestion is cross-boundary information sharing between municipalities. To understand thearea of concern, the study was conducted through semi-structured interviews to gatherinformation about the current situation in different municipalities. The material wasanalyzed using an inductive thematic analysis after coding the interviews, to present themain themes that characterized the topic today. The main result in this study is thatestablishing a digital platform not only is a technical implementation but a sociotechnicalprocess. Technical implementation is not the solution for cross-boundary informationsharing between municipalities, but a continued process of coordinating heterogeneousorganizational structures.
