This study conducts an in-depth examination on how greenhouse gas (GHG) emissions have influenced climate change and human health in Nigeria and evaluates the extent to which Nigeria has failed to learn from past environmental challenges and comply with its obligations under the Paris Agreement. Using a mixed-methods case study grounded in Work-Integrated Learning (WIL) and leadership theory, the research performs analysis of climate trends, emission patterns, and public health impacts alongside institutional practices and leadership behaviors within Nigeria’s environmental governance system. The bounds F-Statistics outcome leads to the decision that greenhouse gas emission has a long term impact on climate change and human health. The study further reveals that Nigeria’s institutional structures demonstrate limited organizational learning, weak implementation capacity, and fragmented leadership coordination, resulting in poor compliance with key Paris Agreement commitments such as emission reduction targets, adaptation strategies, and transparent reporting. Through the WIL lens, the research highlights a persistent gap between policy knowledge and practical climate governance skills within relevant agencies, undermining Nigeria’s ability to respond effectively. From a leadership perspective, deficiencies in accountability, cross-sector collaboration, and long-term strategic planning contribute to Nigeria’s slow progress toward climate commitments. The study concludes that strengthening experiential learning systems, developing transformative climate leadership, and embedding WIL principles into environmental institutions are very vital for improving national climate governance, protecting public health, and achieving meaningful alignment with the Paris Agreement.
