This study examines how legal och digital changes are portrayed as influencing the conditions for inter-agency collaboration in Sweden during the period 2014–2025. Particular attention is given to information sharing, digital working methods, and the use of artificial intelligence (AI). The Swedish Police Authority and the Swedish Tax Agency are used as an empirical case to analyze broader developments in inter-agency collaboration. The study is conducted as a qualitative document analysis of government reports, public inquiries, policy documents and agency publications. The theoretical framework draws on process perspectives on collaboration, institutional and legal conditions, and perspectives on legal certainty and the rule of law. Methodologically, the study is conducted as a qualitative document analysis of publicly available government reports, official documents, and policy materials. The study shows that inter-agency collaboration has developed from coordination and information exchange toward a more information-driven and digitally integrated form of collaboration. Information sharing increasingly appears as a prerequisite for collaboration rather than merely a supporting activity. At the same time secrecy legislation, legal uncertainty, organizational autonomy, and differing interpretations of regulations continue to shape the possibilities for collaboration. The study also shows that AI is mainly portrayed as a tool for supporting analysis and decision-making. However, its use depends on access to data, interoperability, legal frameworks, and continued to have human oversight. In conclusion, the study shows that legal and digital developments are reshaping the conditions for inter-agency collaboration. Collaboration is increasingly characterized by information-driven process and digitally integration, while the need to balance efficiency, information sharing, and legal certainty remains central.
