Förändringar i medborgarskapslagen : En undersökning om nya lagförslag från Tidö-partierna

This study examines how the Tidö parties´proposed legislation on citizenship and integration can be understood through liberal citizenship theory. The study focuses primarily on SOU 2025:1 skärpta krav för svenskt medborgarskap, where proposals regarding language requirements, stricter conditions for citizenship and increased demands for integration are presented. The purpose of the study is to analyze how citizenship is constructed within the investigation and how these proposals can be understood in relation to liberal ideas about rights, freedom and the relationship between the individual and the state. This study is based on theories by T.H Marshall and John Locke. Marshall's theory is used to understand citizenship through civil, political and social rights, while Locke's theory is used to analyze the importance of laws, individual responsibility and the role of the state in maintaining social order. The study also applies Carol Bacchi´s WRP approach (What's the problem represented to be?) in order to analyze how problems related to citizenship and integration are represented within the material. The study is based on a qualitative text analysis of SOU 2025:1 together with previous research concerning citizenship, integration and inclusion in Sweden. The analysis focuses on how issues such as language, social cohesion, responsibility and belonging are framed within the investigation. The results show that citizenship is increasingly connected to integration requirements, language skills and ideas about participation in society. The study also shows that citizenship is presented not only as a legal status but as something that must be earned through adaptation to societal norms and values. At the same time, the analysis demonstrates how liberal ideas about freedom and rights are combined with stricter demands on individuals in relation to citizenship and belonging.
