Sammanfattning

This study examines how Swedish parliamentary parties construct responsibility for linguistic and economic integration in their Almedalen speeches during the period 2015–2025. The purpose is to analyze whether a shift in responsibility has occurred between politics and the individual, and how this development can be understood in terms of politicization and depoliticization. The study draws on Colin Hay’s analytical spheres — the formal political, public, and private spheres — as well as the concept of responsibilization. Using a qualitative content analysis, the parties’ positions were categorized based on whether responsibility was attributed to the politics, the individual, or shared between them. The results indicate that integration has become increasingly individualized and depoliticized during the period studied. Between 2015 and 2017, integration was primarily framed as an institutional and collective responsibility rooted in the formal political sphere. From 2021 onwards, however, a clearer shift emerges, with the individual increasingly portrayed as responsible for their own integration, often through explicit demands and conditional rights. The analysis also reveals clear party-political differences. Sverigedemokraterna consistently place responsibility in the private sphere, while parties such as Socialdemokraterna and Moderaterna show a trend toward more demand-based responsibilization. Overall, the study demonstrates that this development has created a responsibility paradox, where the individual is held accountable for the integration process despite the decisive structural and economic conditions being beyond the scope of their control.
