From Side-Stream to Mainstream - Drivers and Barriers in the Commercialisation of Lignin: The Case of Södra

The transition away from fossil-based resources has led to an increased interest in the bioeconomy and in renewable, bio-based materials. Lignin, a major side-stream from the pulp and paper industry, has potential as an innovative substitute for fossil-based materials. Despite extensive research on its technical potential and many possible applications, lignin has struggled to move from pilot projects to large-scale commercialisation, a “valley of death” which challenges many technological innovations. Previous research has mainly focused on the technical potential of lignin, while less attention has been given to the social non-technical barriers and drivers shaping lignin commercialisation. By applying the Technological Innovation Systems (TIS) framework, this study addresses this research gap through a case study. Four selected functions from this framework were applied to the case of Södra, a major Swedish forest-products company building what is set to be the world’s largest commercial lignin facility.The findings show that lignin’s main challenge lies on the demand side. Drivers such as fossil substitution are not yet matched by stable markets. Higher costs compared with fossil alternatives, switching costs for customers, undeveloped value chains and weak regulatory support for bio-based materials continue to hold the industry back. Södra’s strategy is proactive: the company is building the conditions around its investment rather than waiting for the wider market to develop, for example through take-off agreements signed with customers before construction and government support during development. Lignin is not only a sustainability initiative for Södra, but also a strategic opportunity to diversify the product portfolio and develop new revenue streams. By committing at industrial scale before the wider market is fully formed, Södra is taking a risk in the expectation that others will follow. The investment itself also signals to the wider industry that lignin can be a serious commercial direction, which may help shape the market as it develops.
