The purpose of this study is to examine China´s use of film censorship laws and how the contents of these laws have evolved over time. By analyzing two Chinese legislations from the 21st century, the study aims to identify content which can imply certain political goals. The political goals are analyzed and structured through a set of categories. These categories are moral values, ideological values, patriotic values, and cultural power. The study expected to find certain value-specific goals that go beyond the primary objective of authoritarian political control, including the creation of legitimacy and deterrence of threats. A comparison of the two pieces of legislation was expected to reveal an increase in political goals related to patriotic values as well as a decrease in political goals related to ideological values. In addition, political goals based on cultural power were expected to increase. The result indicates that, above all, ideological values, patriotic values, and cultural power are more prominently reflected in the later legislation, demonstrating how film censorship is guided by value-specific goals and how shifts in legislative emphasis may reflect changing political priorities.
