According to the EU's Energy Performance of Buildings Directive (EPBD) article 10.3.b.i, all existing public buildings with a floor area (Atemp) exceeding 2 000 m2 must be equipped with solar energy systems by December 31, 2027. This study evaluates the feasibility of meeting these requirements by installing solar PV within Halmstad municipality, as well as the implications for Swedish municipalities in the same size class as Halmstad. Using Polysun software, solar PV systems were modelled for 12 public buildings in Halmstad, subject to a grid connection constraint of 43.5 kW. The results demonstrate that all installations achieve economic profitability. However, financial performance is dictated to a higher degree by the building's specific load profiles and panel orientations rather than total energy generation volume. Critical challenges are identified primarily within financial and organizational frameworks. Where Halmstad's investment need is estimated at 5.8 million SEK, requiring an increased annual budget and an immediate restructuring of the municipality's planning and construction processes to meet the remaining 1.5-year timeframe. Nationally, the investment need for 17 peer municipalities is estimated at 7,667 million SEK. When simultaneous nationwide implementation across the country's 290 municipalities there is a risk creating material and labour shortages, a situation further complicated by the government's delayed legislative process. Nevertheless, successful implementation offers substantial system benefits; for the peer municipalities, it implies a total capacity increase of 625 MW, which could relieve grid stress and supports Sweden's target of a 100 % fossil-free electricity system by 2040.
