Sammanfattning

The one-percent-rule serves as a guideline to ensure artistic design in construction projects. At the same time, its application raises questions about how the rule functions in practice. This study therefore examines how the one-percent-rule for public art is applied and motivated in practice within municipal, regional and state-level organisations. The aim is to gain a better understanding of how the rule is implemented in planning processes, as well as what opportunities and challenges may arise in working with public art. The study has a qualitative approach, using both document analysis and interviews. Three projects in Linköping were studied: Vallastaden, Campus Valla and Linköping Universitetssjukhus. The results show that the one-percent-rule is an important tool for ensuring that art is included in public environments, although it is applied differently depending on the organization and project. The study also shows that public art is often justified based on its contribution to place identity, people's well-being, and a democratic society. At the same time, challenges related to resources, collaboration and priorities are highlighted.
