The rapid advancements in artificial intelligence technology have developeddeepfake technology into an advanced fake media creation tool that synthesisesextremely realistic content. The benefits of deepfaking for entertainment andeducational applications do not outweigh the ethical and legal difficulties and societalimpacts that this technology presents to the European Union (EU). This researchinvestigates EU deepfake technology regulations through an assessment of GDPR andfuture AI Act guidelines and their current shortcomings. The examination of currentlaws and worldwide regulatory frameworks and stakeholder views helps establish keydeficiencies in privacy violation prevention along with misinformation spread anddemocratic threats. A systematic review of 50 peer-reviewed documents, together withlegal documents and policy reports enables the research. The analysis confirms thatcurrent laws fail to provide sufficient countermeasures against deepfake technology'sdynamic development. These ethical problems about consent along with deception andtrust in society make it harder for regulators to handle the situation. The study proposesa multi-faceted regulatory approach that balances technological innovation with legalsafeguards, including enhanced detection techniques, public awareness campaigns,and policy reforms aimed at ensuring transparency and accountability. The findingsunderscore the urgency for a flexible and adaptive regulatory framework that aligns withthe EU’s broader AI governance strategy. By fostering collaboration amongpolicymakers, technologists, and legal experts, the EU can mitigate the risks associatedwith deepfakes while promoting responsible AI development. This research contributesto the ongoing discourse on AI ethics and regulation, providing policy recommendationsto enhance the EU’s ability to navigate the deepfake dilemma effectively.
