Redo på papper- kapacitet i praktiken? : En dokumentanalys av samverkansutveckling i svensk krisberedskap vid stormrelaterade kriser 2005-2025

Storms are a relatively common natural event in Sweden and require cooperation between actors to manage the consequences. The purpose of the study has been to examine how cooperation and governance in storm related events are portrayed in Swedish public documents between 2005-2025 and how it has changed over time. Qualitative comparative study with a longitudinal approach based on systematic document analysis, with the storms Gudrun (2005), Sven (2013), Alfrida (2019) and Babet (2023) as central points of reference. To understand how collaborative governance is presented and developed the theoretical framework Collaborative Governance Regime (CGR) has been used. The framework has been operationalized into four themes to be used in theory-driven thematic document analysis. The study shows that there has been a clear development in how collaboration and governance are portrayed from 2005 to 2025. From collaboration being characterized by ambiguity, deficiency and ad hoc approaches to being institutionalized and seen as a natural part of the crisis preparedness system. The development has been uneven, as the institutional arrangements have been strengthened more than the relational and operational dimensions, which has given rise to asymmetry in the system. Collaborative governance is therefore well developed on a formal level today but is limited in its practical integration, particularly regarding cross-sectorial work. The Swedish crisis preparedness system has undergone a clear change but is uneven and there are differences between sectors which hinder the capacity for joint action. Collaborative governance requires all parts in order to continue developing. It is not sufficient that only institutional reforms are carried out; just as much development and work with relational conditions, common understanding and establishing structures for practical work is required. The central challenge lies in establishing system-wide collaboration in a system that is constantly subjected to new trials.
