SILENCED OR EMBOLDENED? Political Targeting and the Rhetoric of Opposition in Trump's America

Since Donald Trump gained power in 2017, the United States has seen a decline in democratic stability, marked by the erosion of democratic norms and an increasingly hostile political climate. The Trump Administration has shown a growing willingness to employ political targeting as a means to undermine or silence dissenting voices. This study employs a theory-testing approach to examine whether such targeting has suppressed the articulation of critique among opposing politicians. Through a qualitative discourse analysis of congressional remarks from three targeted and three non-targeted Democratic members of Congress, speeches from Trump's first and second term are compared and ranked on an intensity spectrum ranging from low, policy-based criticism to acute, normative condemnation. The analysis finds that critique has intensified among both groups, suggesting that political targeting does not produce a silencing effect on those subjected to it, and that the theoretical framework shows limited applicability in this case. Rather, the findings reflect a political climate shaped by deepened polarization and a continued erosion of democratic norms, resulting in an increasingly combative and hostile political climate.
