Tolkning av finansiell resiliens i en politiskt styrd kontext : En studie om kortsiktig finansiell stabilitet och långsiktig motståndskraft i en svensk tillväxtkommun

The purpose of this study is to provide an understanding, based on the perceptions of municipal officials, of how a medium-sizesd growth municipality work to acheive short-term financial stability and long-term resilience, and how these relate to one another and are integrated into municipal operations. The study was conducted using a qualitative method with an abductive research approach. The empiric material consists of semi-structured interiews with municipal officials working in finance and development, complemented by documents fråm the municipality’s annual reports. The material was analyzed using thematic analysis. The study shows that short-term financial stability and long- term resilience are closely interconnected within municipal financial resilience. The results also show that financial resilience is not only about economics, but also influenced by political priorities, legislation, and organizational capacity.
