This study aims to examine the relationship between political norms expressed in the Swedish national strategy (Regeringen Skr. 2016/17:10) and social norms of individuals, regarding men’s violence against women. Furthermore, it analyzes this relationship through the dimensions of Håkan Hydén’s norm model. By applying a mixed-methodology design, consisting of a quantitative survey and a qualitative thematic analysis, the study enables a more nuanced understanding of different dimensions of the same phenomenon. The survey examines individuals’ normative attitudes towards men’s violence against women and their perception of the criminal justice system, while the thematic analysis explores how the national strategy frames the problem politically. A broad correspondence appears between political and respondents’ attitudes regarding the dimension of will and values, as men’s violence against women is recognised as a serious societal problem, both politically and socially. However, tension emerges in relation to how different expressions of violence are conceptualised, the evaluation of the criminal justice system, and how women’s particular vulnerability is accounted for. Female respondents identified signs of victimisation to a greater extent than male respondents and rated the effectiveness of the criminal justice system lower. This highlights how perceptions of violence and institutional effectiveness are shaped by gendered experiences and different social positions. In relation to Hydén’s norm model, these findings suggest that the norm against men’s violence against women is established at the dimension of will and values, but does not receive full practical impact due to limitations in the dimensions of knowledge and systematic possibilities.
