Defense Procurement in Brazil: A Case Study of the FX-2 Program. The thesis examines Brazil’s defense procurement system through a case study of the FX-2 Program, focusing on its contribution to technological autonomy and defense industrial development. Situated within a broader context of shifting global power relations and the critical role of sovereignty, the study investigates how defense acquisition processes, namely offset agreements, operate as instruments of state-led industrial and technological development. The FX-2 Program is selected as a case study due to its extensive co-production framework and the strategic partnership between Brazil and Sweden. The analysis traces the evolution of the program across its implementation trajectory, beginning with the signing of the agreement in 2014.
