Goal incongruence within Swedish critical infrastructure : - a case study of the Swedish food distributionsector.

This essay explores the phenomenon of goal incongruence within critical infrastructure in Sweden. Specifically, it contains a singular, comparative case study focusing on the food distribution critical infrastructure. This study uses a reflexive thematic analysis based on organizational theory to construct themes based on two organizations referrals to a piece of suggested legislation which followed in the wake of the EU CER-directive in 2024. The organizations’ referrals are supplemented with content from the organizations’ websites to construct themes, which are then contrasted and compared to see what signs of goal incongruence there is in the Swedish food distribution sector. The results and conclusion indicate that there is lesser evidence of goal incongruence between the organizations when comparing themes unique to each organization. However, there being solid evidence of goal incongruence when comparing perspectives on common themes.
