Sammanfattning

This study analyzes how migration is constructed as a political problem and a potential crisis in Swedish government declarations between 2014 and 2024. Drawing on the literature on crisisification and creeping crises, combined with research on political agenda-setting, the study examines how migration is framed, when it is attributed crisis status, and how its political priority changes over time. The analysis is based on a qualitative, theory-driven content analysis of all government declarations during the period. Migration-related segments are coded using five analytical dimensions: problem framing, crisis level, temporality, linkage to political action, and agenda priority. Qualitative interpretation is complemented by descriptive overviews to identify longitudinal patterns. The findings show that explicit crisis framing is concentrated in specific years, particularly 2015 and 2022, while restrictive and control-oriented policy logics persist beyond these moments. This suggests a gradual normalization of crisis-driven governance rather than a single abrupt shift.
