This paper discusses policy change and reforms within the security and defense sector. Itanalyses the decision to establish a new foreign intelligence agency in Sweden. The purposeof this study is to show how this reform became possible after the Swedish militaryintelligence (Must) failed to analyze Russia's intention with Ukraine in February 2022. Thestudy uses Kingdon's agenda setting theory, Multiple stream framework, to explain how thisdecision became possible. It also covers the design of the new agency from policy transfertheories. This study is a theory consuming single-case study that uses process tracing and textanalysis as methods. The study shows how agenda setting can be an explanation for theinstalling of a new foreign intelligence agency in Sweden. The study also shows how thisreform of Swedish military intelligence was not a new solution and that the design came fromAustralia and Great Britain.
