Sammanfattning

This study examines and contrasts how the labour market policy is presented in the partyprograms of the Social democratic Party and the Moderates Party between 2001 and 2025 and analyzes how it has changed. The research applies Entmans’s framing model by using comparative method and content analysis to systematically analyze four varied aspects: problem definitions, causal explanations, policy solutions and moral evaluations. The results show a notable shift over this period, where the Social democrats shifted from presenting unemployment as a structural societal problem in 2001 to underscoring individual factors for example language proficiency and personal competence in 2025, while the Moderates constantly emphasized individual responsibility and economic motivations. However, the Moderates include demographic and institutional challenges in their 2025 platform. By 2025 both parties showed increased convergence by describing employment as both a fundamental right and a duty. This indicates a shift from a state-level structure to a focus on individual capacity and employability.
