Kommunal krisberedskap : En kvantitativ undersökning av vad som kännetecknar kommuner med god krisberedskap inom socialtjänst och hälso- och sjukvård

In light of Sweden’s renewed focus on total defense, the crisis preparedness of municipal social services and health care has gained increased attention. Swedish municipalities bear formal responsibility for some of society’s most vulnerable groups, yet little is known how this preparedness varies between them. Previous Swedish research has been predominantly qualitative and focused on risk- and vulnerability analyses, leaving the variation between municipalities largely unexplored. The aim of this thesis is to map the variation in formal crisis preparedness within social services and municipal healthcare across Swedish municipalities. This is investigated through the following research question: Which characteristics of Swedish municipalities covary with the level of formal crisis preparedness within social services and municipal healthcare? Four hypotheses are formulated based on prior research, expecting higher preparedness in municipalities with larger populations, stronger economic resources, greater care needs, and higher exposure to natural hazards. To test the hypotheses, bivariate and multiple OLS regression analyses are conducted on data covering 258 municipalities, drawing on Socialstyrelsen’s quality indicators, Kolada, and Svensk Försäkring. The results show that none of the hypotheses receive empirical support, as no statistically significant associations are observed between the characteristics and crisis preparedness. While the preparedness index displays substantial variation between municipalities, this variation does not follow the structural patterns expected from prior research. The findings suggest that national regulation may act as an equalising framework, and that explanations for variation likely lie in factors not captured by qualitative structural measures. Further qualitative research into administrative, political, and organizational mechanisms is encouraged.
