När drönare blir kris - En kvalitativ dokumentanalys av kriskommunikation från danska och svenska myndigheter under drönarkrisen i Danmark 2025

This study examines and compares how Danish and Swedish authorities strategically construct crisis communication in relation to the Danish drone crisis in 2025. The study takes its starting point in a knowledge gap regarding how public authorities communicate strategically when addressing uncertainty and security-related threats. More specifically, the study aims to examine how crisis communication from Danish and Swedish authorities was designed in relation to the crisis, and what potential similarities and differences can be identified. The study is based on a qualitative document analysis, applied to a specific case. The material consists of publicly available documents from the authorities’ respective websites published during the crisis. The focus of the analysis is dictated by the theoretical framework, consisting of perspectives on framing, sensemaking, resilience and the SCARF-model’s dimensions certainty and autonomy. Furthermore five codes are applied in the analysis: uncertainty, authority, public guidance, reassurance, threat and risk framing. The findings show that both Danish and Swedish authorities used crisis communication strategically to create understanding regarding drones and uncertainty, however it was expressed differently. Danish communication was shaped by an acute crisis, whereas Swedish communication was shaped by a preventive and regulatory approach. The study concludes that crisis communication from Danish and Swedish authorities during the drone crisis in Denmark 2025 has similar purposes in terms of creating comprehensibility, security and appealing to action, but that the communication is strategically designed in different ways.
