This study investigates how collaboration between the County Administrative Board of Värmland and the municipalities in the county functions in relation to the energy and climate transition. The purpose of the study is to examine the role of the County Administrative Board based on how they work with system leadership, as well as how selected municipalities perceive their influence in the collaboration process. The study aims to identify perceptions related to how the collaboration structures and leadership are experienced, what motivates collaboration and what conditions enable it, as well as how influence and participation are perceived within the collaboration process between the County Administrative Board and the municipalities. The study has employed a qualitative method with a focus on interviews. The interviews were the analysed using an analytical framework consisting of three themes: collaboration structures and leadership, motivation, incentives and conditions, and influence and participation. The results show that the collaboration is largely characterized by a willingness for coordination and joint learning, but at the same time there are challenges related to unclear mandates, lack of resources, and absence of common goals. Finally, for collaboration as a tool to be meaningful, there needs to clear and well-established system leadership. There also need to be conditions in place within the municipalities regarding capacity and resources. Likewise, an open and long-term dialogue where different perspectives have space is necessary.
