Sammanfattning

This study analyses the strategic narrative concerning the Italian Mattei plan. The Italian government invokes the legacy of Enrico Mattei to justify an Italian exceptionalism in terms of Euro-African relations. This strategic narrative is analysed through Strategic Narrative Theory, seeking to understand how medium-sized powers can utilise strategic narratives to their advantage in international relations. The theoretical framework is applied to Italian government sources in the timespan 2024-2026. The core findings are that Italy seeks to construct a narrative where Italo-African relations are more equal and less predatory than those that bind Africa to other international actors, even European ones. The Mattei plan is a form of renegotiation of Italy’s foreign policy identity.
