Strategiska avvägningar i områdesutveckling : En studie om beslutsprocesser bakom fysisk omvandling i Karlslund, Landskrona

This study examines how central property owners and municipal actors reason about and prioritize different physical transformation measures in the renovation and development of the Million Programme housing area of Karlslund in Landskrona, Sweden. The study is based on the understanding that the physical transformation of such areas is not merely a technical issue, but also concerns safety, social sustainability, housing quality, economic conditions and planning frameworks. The aim is to identify which physical measures are prioritized in Karlslund, how these measures are justified and how conflicting goals are handled in practice. The study is designed as a qualitative case study. The empirical material consists of semi-structured interviews with representatives from Landskronahem/Landskrona Stadsutveckling AB, Stena Fastigheter and Victoriahem, as well as written interview responses from Svenska Hus. In addition, a document analysis has been conducted, including detailed development plans, a safety analysis, a collaboration agreement, a rental policy and documents produced by the property owners. The findings show that the prioritized physical measures mainly concern safety-oriented outdoor environments, control of shared spaces, technical maintenance and larger structural transformations. These measures are primarily justified through safety, presence, housing quality and long-term area development. The study also shows that conflicting goals are handled through continuous practical trade-offs rather than final solutions. Safety is often given high priority, but physical measures are at the same time limited by economic conditions, technical needs, social considerations, planning frameworks and the independent decision-making authority of each property owner. The study therefore concludes that physical area-based development in Karlslund is shaped through a complex interaction between what is considered desirable, practically possible and economically feasible.
