Sammanfattning

The purpose of this study is to examine how early interventions within the social services system is represented in the Ministry of Health and Social Affairs' memorandum Ds 2024:30, with a particular focus on interventions aimed at children, adolescense and their caregivers when consent is lacking. Through Carole Bacchi's discourse analysis ”What's the Problem Represented to be?” approach (WPR), three chapters in the memorandum are analysed to identify which problems are formulated and what assumptions form the basis for them, what is left out and what effects the problem presentation has. The analysis shows that the discourse on early intervention often rests on assumptions about lack of parenting ability, negative behaviour patterns in young people and the need for state intervention. The essay also highlights the tension between preventive ambitions and repressive solutions, and how discursive constructions shape both the understanding of the problem and the legitimate spaces for action. The study contributes with critical reflection on how juvenile delinquency is defined and combated in policy.
