"Trygghet har blivit vår tids stora frihetsfråga" : En kvalitativ innehållsanalys av Moderaternas och Socialdemokraternas krisretorik i diskussionen kring organiserad brottslighet i Sverige 2018-2025

Sammanfattning

The aim with this thesis is to examine and compare the Moderate Party’s and the Social Democratic Party’s framing of, and crisis rhetoric around organized crime in Sweden. A comparison is made between motions, political bills and a political program during the period 2018-2025. This is done through a qualitative content analysis (QCA) based on framing theory. The analysis found signs of a growing consensus around the definition of the problem. The problem is defined as system-threatening. Both democracy and security are portrayed as important moral values, partly depending upon the increasingly serious situation in Sweden. The Moderate Party explicitly addressed criticism against the Social Democratic government, and they explained the situation by lack of structure and control in the society. The Social Democratic Party highlights segregation and the lack of social community as the main cause of the development in Sweden. During 2022-2025 the analysis noticed a shift in the Social Democrats’ openness to, alike the Moderates, apply repressive measures against organized crime.
