Use of Generative AI by Organizations in the Netherlands: Managing Security Risks and Benefit

Generative artificial intelligence (GenAI) refers to artificial intelligence models capable of creating text, images, code, and other content based on patterns learned from data. Rapid advancements in machine learning and computing power are driving its exponential growth, making it increasingly influential across industries, from creative arts to business automation. However, its rise also brings challenges, including ethical concerns, misinformation, and potential biases in generated content. This study explores how organizations utilize GenAI while managing associated security risks and ethical considerations. By examining practical applications, decision-making processes, and risk mitigation strategies, the research aims to provide insights into the secure and responsible use of GenAI in organizations in the Netherlands. The study employs a qualitative research design, utilizing semi-structured interviews and organizational document analysis to gather rich, contextual data. The Diffusion of Innovation (DoI) framework guides the research, structuring the exploration of factors influencing GenAI usage. Thematic analysis is applied to identify patterns and themes, ensuring a comprehensive understanding of organizational practices and decision-making processes. The results indicate that GenAI use within Dutch organizations is currently limited in scale and often driven by individual experimentation rather than formal strategies. While participants report benefits such as increased efficiency and enhanced content creation, concerns around data privacy, misinformation, and ethical risks are prevalent. Most organizations lack structured policies, training, or accountability mechanisms related to GenAI use. Adoption patterns align primarily with the early majority categories in the DoI framework. The discussion highlights how organizational readiness, leadership involvement, and perceived complexity shape the adoption process. The study identifies a need for clearer internal governance structures, cross-functional collaboration, and strategic alignment to support responsible GenAI use. The research concludes that GenAI usage is in an exploratory phase within most organizations, with significant gaps in risk management and organizational integration. To enable secure and ethical deployment, organizations must move beyond ad hoc experimentation and develop comprehensive frameworks that combine innovation with oversight.
