This study analyses the relationship between the vision for education in Uganda through indigenous NGOs, the state of Uganda, and the United Nations. Investigation of whether they are consensual or constitute a discrepancy and what consequences that indicate, is also investigated. The material consists of the vision statement for education from 58 indigenous NGOs, the state document Uganda Vision 2040 and the fourth sustainable development goal, quality education, from the United Nations. Through a qualitative content analysis, the visions were studied through the categorization of target groups, strategies and, results. With support from John Clark ́s theory about the relationship between states and NGOs, and previous literature on the subject, conclusions could be drawn. The study found that all visions have similar target groups, although the relationship between the visioned strategies are further apart. There is, however, a larger tendency for the state to align with the vision of the United Nations, which holds true even for the visioned results. Generally, the relationship between the state and the NGOs suggests a discrepancy, which potentially aggravates the challenge for educational development.
