Buildings are sometimes raised in the vicinity of risk objects such as hazardous industries and routes used for transportation of hazardous goods. To compensate for the increased risk level risk reducing measures can be implemented. However, the planning and construction process is long and complex, and for these measures to be implemented they must somehow be conveyed through this process. The purpose of this thesis is to examine what happens to risk reducing measures throughout the Swedish planning and construction process, from the risk analysis that first proposes the measures, till the construction project is complete. To this end an interview study and a document review were performed. The results indicate that risk reducing measures occasionally alter during the process, and when this happens, it is usually connected to the transition between phases. Several factors contribute to changes. The planning and construction process appears to be fragmented, making it difficult to convey information regarding risk reducing measures. The concept of risk is also difficult to comprehend, which can lead to issues interpreting risk analyses, resulting in poorly formulated measures. Moreover, it appears difficult to track the risk reducing measures through the later part of the planning and construction process, and there appears to be no clear system for follow-up of these measures. Greater knowledge overlap between actors and proper bridging between phases could improve this. Furthermore, a proper system for following up would make the implementation of the measures easier to verify.
