Web Accessibility and adaptation for all individuals havebeen a relevant issue for a long time, and in 2016, theEuropean Union (EU) published the Web AccessibilityDirective. The purpose of the study is to describe thedevelopment of web accessibility and contribute to concretestrategies for improving accessibility on websites. A central part ofthis is understanding the motivational factors that influence theimplementation of web accessibility measures. The studyemploys a qualitative method, conducting a deductivethematic analysis using the Consolidated Framework forImplementation Research (CFIR) as a foundation. The resultsindicate a positive trend in the development of accessibilitystatements over time. Additionally, the level of detail andnumber of reported deficiencies vary depending on whoconducted the website assessment. One of the mostsignificant motivational factors for implementing webaccessibility is that it is a legal requirement and cannot bedisregarded. Other motivational factors include comparisonswith the performance of other municipalities, resources(personnel, temporal, and financial), as well as attitudes andawareness regarding web accessibility. Most municipalitiesstated that redesigning the website to incorporateaccessibility during development was easier than retrofittingan older website to meet accessibility standards. The studyconcludes that while there are many motivational factors,they vary in their level of influence and impact on theimplementation of web accessibility
