Sammanfattning

As municipal organizations in Sweden have started to use artificial intelligence (AI), even though it is still a fairly new technology, this study explores how Swedish municipalities approach AI by analyzing 24 policy documents. The aim is to find common patterns and weaknesses, and to examine how the municipalities deal with trust-related issues, especially transparency, ethics, and risk management. The analysis shows that AI is often used to improve efficiency, support decisions, and make services better for citizens. At the same time, the documents show that important challenges, like the lack of clear guidelines, the need for careful risk management, and ethical thinking, are only mentioned briefly and not explained in detail.
