The adaptive reuse of properties with cultural and historical value is an important strategy inurban development, and the new legislation means that transformations of such buildings arelikely to become increasingly more common.This study aims to examine how different stakeholders reason about the future use of difficultheritage, through a case study of the Institution of Kirseberg in Malmö, in order to identifythe opportunities and limitations that emerge in the transformation process.The case study is based on a qualitative methodological approach using semi-structuredinterviews with a purposive sample of individuals who possess particular connections to orknowledge of the site and the property. To ensure validity and reliability, the study wasconducted using a systematic and transparent approach, along with careful transcription.The results of the study show that the future development of the Institution of Kirsebergcannot be reduced to the selection of a single function. Instead, a long-term sustainablestrategy appears to depend on a gradual, flexible, and mixed-use transformation process inwhich the building’s physical conditions, cultural heritage values, social needs, and economiccircumstances are integrated.The main opportunities lie in strengthening local identity and creating social activity thatmakes the property a more integrated part of Kirseberg, while the major constraints areidentified as high redevelopment costs, the building’s technical conditions, such as access todaylight and stormwater management, as well as conservation requirements and the complexbalance between economic viability and the preservation of cultural heritage values.The findings indicate that transformations of difficult heritage involve complex trade-offsbetween multiple aspects, while a historically charged past does not necessarily constitute abarrier but may also contribute to place identity and development potential.
