Sweden, together with the other member states of the UN (FN), has committed to the task of creating sustainable transport systems. It is about making society accessible to all people, as the transport system sets the framework for how people move around in everyday life. A sustainable transport system that invites all target groups, and not just car users, is therefore fundamental to social sustainability. In Sweden, this goal is channeled, among other things, through the Tomtebo strand project in Umeå municipality, and Norra Djurgårdsstaden in the city of Stockholm, which work to prioritize pedestrians, cyclists and public transport over car traffic. Although prioritizing sustainable means of transport is part of creating accessibility, earlier studies indicate that factors such as target group adaption, traffic safety and shorter travel distances need to be taken into account for the transport system to actually become accessible. Therefore, this study aims to study how Umeå municipality and the city of Stockholm work to give future residents of Tomtebo strand and current residents of Norra Djurgårdsstaden the conditions to choose sustainable means of transport over the car, and whether their working methods differ. To fulfill the study, qualitative methods have been used. Namely, interviews with officials from Umeå municipality and the city of Stockholm, followed by a thematic analysis. The results show that compact cities, proximity to public transport and accessibility to other city districts are components that both municipalities define as crucial for the attractiveness of sustainable means of transport. In addition, knowledge about why a sustainable transport system is needed, both between construction actors and residents, is also emphasized as crucial for the municipality's visions to be fulfilled and to remain in place over time. Subsequently, the different geographical conditions of the two municipalities mean that different traffic solutions are needed to introduce a sustainable transport system in Tomtebo strand and Norra Djurgårdsstaden, and challenges around topography and existing car traffic create challenges for the implementation of sustainable transport systems.
