From Commitment to Practice : Implementing Science-Based Targetsand Sustainable Procurement in aGlobal Public Transport Organisation

Climate change mitigation has prompted public transport organisations to commit to science based emission reduction targets like the Science Based Targets initiative (SBTi). However, translating these commitments into local action across complex, decentralised structures remains a key challenge. This research aims to increase our understanding of the challenges associated with translating global sustainability strategies and targets into actionable initiatives at the local subsidiary level within a global public transport company to effectively achieve climate objectives. The study applies a qualitative case study approach, drawing on semi-structured interviews with employees at Keolis, a global public transport operator. Findings reveal that limited awareness of the SBTi, fragmented knowledge-sharing structures, and insufficient KPI integration hinder alignment across the organisation. Procurement emerges as a strategic lever for translating sustainability goals into operational action. The analysis is guided by the ADKAR change management model, which highlights specific gaps that must be addressed to enable successful implementation. Finally, the study highlights the importance of aligning strategic intent with local capacity through clearer communication, targeted training, integrated performance systems, and cultural reinforcement. These findings offer practical insights for other decentralised organisations seeking to operationalise climate strategies and underscore the critical role of procurement and internal alignment in enabling meaningful sustainability transitions.
