Grindvakt eller möjliggörare? : En studie om socialarbetares förväntningar på det förstärkta aktivitetskravet inom ekonomiskt bistånd

This study examines the upcoming strengthened activity requirement within social financial assistance, scheduled to take effect on 1st of July 2026. The reform requires participation in fulltime activities to maintain eligibility for benefits. The aim of the study was to explore social workers’ expectations of and attitudes towards this enhanced activity requirement, focusing on its impact on professional discretion, employment-promoting practices and client relationships. The empirical data was gathered through qualitative semi-structured interviews with eight practicing social workers operating within social services. The theoretical framework is based on Michael Lipsky’s theory of street-level bureaucracy and discretion, as well as Marcus Herz’s perspective on “living social work” incorporating Judith Butler’s concepts of grievability and livability. The social workers fear that, in their role as street-level bureaucrats, they will face an increased administrative burden and a shift in their professional role from motivational support to mechanical control. Furthermore, a distinct tension is highlighted between control-oriented requirements and the new Social Service Act (SFS 2025:400) emphasis on proactive, trust-based, and preventative approach. Respondents outline risks of increased financial vulnerability and secondary social problems. The reform is also feared to encourage short-term measurable outcomes at the expense of long-term rehabilitation. Concurrently there are hopes that the reform could compel municipalities to develop more meaningful, qualitative activities and counteract client passivity and social isolation. Because the reform has not yet been implemented, the results are based on professional expectations rather than practical experiences.
