“Hela poängen med samverkan är ju att arbeta över våra stuprör” - En kvalitativ studie om samordnares erfarenheter av samverkan inom sociala insatsgrupper

This study aimed to explore how coordinators within Social Intervention Groups (SIG) perceive collaboration between the involved actors in the practical work with SIG. The study specifically examines how coordinators perceive the division of responsibility, the relationship between practice and the guidelines on which the model is based, and the opportunities and limitations affecting collaboration in the crime prevention work with youths. The method chosen for this study was qualitative interviews with five coordinators in Social Intervention Groups, from various municipalities throughout Sweden. While analyzing our results, Andrew Abbott´s theory of jurisdiction was applied to illustrate how different professions cooperate based on their respective professional boundaries, while Michael Lipsky´s theory of street-level bureaucracy was used to create an understanding of the role of frontline practitioners in the intervention process. From these five interviews, we found signs that indicate that collaboration within SIG is perceived as both important and complex, where guidelines, professional differences, and division of responsibilities can be understood as both opportunities and limitations. One finding of the study was that the collaborative model of Social Intervention Groups creates a feeling of safety for both coordinators and collaboration partners, which appears to reduce the risk of conflicts regarding responsibility. This study shows that collaboration within SIG is characterized by a balance between structure and flexibility, as well as between professional boundaries and shared responsibility.
