Sammanfattning

This study aims to examine the potential consequences that an increased mortgage cap may have for young first-time buyers in the Swedish housing market. The background of the study is the government's decisions to raise the mortgage cap from 85 to 90 percent starting on April 1st, 2026. These changes have started a public debate, with some actors arguing that the mortgage regulation changes promote young people’s entry into the housing market, while others warn of increased debt and rising house prices. The study is based on a qualitative method using semi-structured interviews conducted with bank officials and young individuals aged 18 to 35, including both those who have already bought a first-time home and those who have not. The analysis is based on an abductive approach, where the theory and empirical data were alternately connected to create a deeper understanding. The results show that a higher mortgage cap may help more young people to purchase their first home by reducing the required down payment. At the same time, several risks associated with the mortgage regulation changes appear. Respondents express some concern that increased debt may lead to financial vulnerability and reduced flexibility after purchasing a home, particularly in the form of unpredictable increases in interest rates and higher monthly costs. The study also indicates that housing prices may rise as more people are able to borrow larger amounts. In addition, the restriction on top-up loans is highlighted as a potential disadvantage, it may reduce the possibility of purchasing homes in need of renovation. The conclusion is that the increased mortgage cap may both create new opportunities and also lead to risks for young first-time buyers. The regulation changes make it easier for young people to enter the housing market, while at the same time contributing to higher levels of debt and greater financial vulnerability. The study shows that consequences of mortgage regulation changes are complex and dependent on individuals’ decisions-making, financial conditions, developments in the housing market, and behavioral economic factors.
