Military mobility has become increasingly important in Sweden following NATO accession and the renewed focus on total defence. A key part of this is the Swedish transport infrastructure, especially roads, which must be able to carry both civilian and military transports in crisis and war. Military mobility also places partly different demands on the transport system, and these demands are formulated by NATO, the EU, the Swedish government, and the Swedish Armed Forces. At the same time, previous research suggests that difficulties may arise when military requirements are to be translated into civilian planning and public administration. Against this background, this thesis examines how such requirements are addressed in the Swedish Transport Administration’s proposal for the National Plan for Transport Infrastructure 2026–2037. The study applies a qualitative content analysis in two steps. First, a requirement profile for military mobility is developed through an inductive and comparative analysis of key policy and planning documents. Second, this requirement profile is used to analyse how the requirements are reflected in the Swedish Transport Administration’s plan proposal. The findings show that the plan proposal reflects the requirements unevenly. Strategic corridors and nodes receive the clearest support, while host nation support does not appear as a distinct and openly planned element. Requirements related to load-bearing capacity, dual-use infrastructure and bottlenecks are only partly reflected in the plan proposal. The thesis concludes that military mobility is incorporated mainly where it aligns with the priorities of ordinary transport planning.
