This thesis examines the requirements and needs placed on Sweden’s transport infrastructure from a total defence perspective, with a focus on roads and bridges. The study is based on the changing security situation in Europe and Sweden’s membership in NATO, which have increased the importance of robust and reliable transport infrastructure for both civilian and military transportation. This study was conducted on behalf of Skanska Sverige AB. The study is based on a qualitative research approach combining document and literature studies with semi-structured interviews, observations, and a technical pavement design analysis. Interviews were conducted with representatives from the Swedish Armed Forces, NATO, the Swedish Transport Administration and Skanska. The regiment Dalregementet I13 is currently planned to be established in an area called Myran in Falun, which is used as an applied example for pavement design. The study shows that robust transport infrastructure is not only about high load-bearing capacity, but also about redundancy, recovery capability, and organizational collaboration. The results further indicate that a more resilient transport system requires preparedness and total defence considerations to be increasingly integrated into the ordinary operations of both public authorities and contractors. Skanska has the capacity and motivation to contribute with technical expertise and resources. However, there is a demand for clearer national coordination and allocation of responsibilities, where incentives are clarified in order to enable long-term efforts. The study also shows that preparatory work related to preparedness, along with strengthened dialogue between contractors and clients, can contribute to increased resilience. This would also create better conditions for addressing future decisions within the field of total defence. The study is based on a preventive perspective in which robust transport infrastructure is developed already in peacetime, with the aim of reducing vulnerabilities and strengthening society’s ability to maintain critical transport flows during disruptions.
