Authors: Erik Högfelt and Sofia TranSupervisor: Henrietta NilsonKeywords: Collaborative governance, inter-organizational collaboration, disadvantaged areas, shared situational awareness, actor collaboration Background: Complex societal challenges, such as social inequality, aredifficult for individual organizations to address independently and thereforerequire collaboration between multiple stakeholders. In Sweden, socioeconomically disadvantaged areas have received increasing attention, involving long-term and coordinated efforts are regarded as essential forcreating sustainable social change. Andersberg in Halmstad constitutes aparticularly interesting case, as the area was removed from the SwedishPolice Authority’s list of vulnerable areas in 2025. Following extensivecollaborative efforts among responder from different sectors. Thisdevelopment creates an opportunity to explore which collaborative factorscontributed to these positive outcomes and made the work successful. Purpose: The purpose of this study is to examine which collaborativefactors within the Andersberg initiative contributed to the area’s removalfrom the list of vulnerable areas. Method: The study is based on a qualitative research design with adeductive approach and was conducted as a case study. Empirical data werecollected through interviews with representatives from the public sector, private sector, and civil society. The material collected was subsequentlyanalyzed using thematic analysis. Results and discussion: The findings demonstrate that several factors werecentral to the success of the collaboration. A shared understanding of thearea’s challenges and needs, strong relationships and mutual trust betweenstakeholders, continuity among involved personnel, and clear mandatesacross organizational levels were all identified as important components. The collaboration enabled stakeholders to share resources, knowledge, andperspectives, which contributed to a broader and more understanding of theproblems affecting the area. In turn, this created conditions for long-termimprovements and social development in Andersberg. The study thereforeemphasizes the importance of well-functioning collaborative structureswhen addressing complex societal challenges in vulnerable areas.
