All around the world, climate changes affect people, animals and the environment. Driving these changes is today’s anthropogenic industrial activity, with the construction sector as a central inducer. To limit these effects, focus has become more centralized around maximizing the use of business models associated with the Circular Economy (CE), with construction equipment rental as an essential sector. Nevertheless, traditional structures challenge equipment rental companies to scale up the circularity. Knowledge of this problem has created insight into today’s absence of guidance and instruments to measure circularity. The aim of the study is to contribute to the upscaling problem by creating a measuring instrument for circularity at product-level. A sequential design was used, including a qualitative and quantitative part, with Circular Economy (CE), Product Service Systems (PSS), and Social Practice Theory (SPT) as theoretical frameworks. A case study was included at a Swedish construction equipment rental company. Multiple methods were used to collect data and construct the instrument – literature study, interviews, questionnaires and Fuzzy-delphi method. For documentation and analysis, audio from interviews was recorded, transcribed and further thematically analyzed. To construct the instrument, questionnaire data was processed by using Fuzzy-delphi method. Scenario and sensitivity were carried out to evaluate usability and robustness. Results give a robust measuring instrument including eleven indicators weighed into seven levels of importance. Low difference in importance was found, resulting in an insignificant divergence between each level. Interviews reveal a required expansion of the construction equipment rental sector and changes in current climate calculations.
