The Privatization Lottery: How Inherited Property Creates a Barrier to Entry for Prague’s New Generation

This thesis investigates the structural barriers to housing market entry for the “Post-Revolution Generation” (ages 25-35) in the Prague Metropolitan Area. By applying a quantitative and spatial methodology in ArcGIS Pro and data from the Czech Statistical Office (ČSÚ), the study identifies a profound “Wealth Wall” defined by a 157% increase in apartment prices against an 83% growth in median income since 2011. The research analyzes this crisis within the historical context of the 1990s so-called “Privatization Lottery”, arguing that market access has transitioned from labor income to one dominated by intergenerational wealth transfers. Spatial analysis further reveals a notable spatial lock-out. While the youth population in Prague decreased by 23,7% between 2011 to 2024, far exceeding the national decline of 9,2%, this displacement is geographically uneven. While many semi-central districts (Zone 2) show severe demographic decline, the historical core (Zone 1) shows an unexpected retention of young residents. The study interprets this paradox through a 35-year generational cycle (1989-2024), suggesting that property assets from the privatization era are now being transferred to the descendants of the original heirs. Ultimately, the findings suggest that Prague is transitioning into a hereditary city, where urban access and social mobility are dictated by inherited equity and protected by administrative supply bottlenecks rather than professional achievement.
