This thesis examines how the collaborative method Together Against Illegal Shipments (TIF) is designed to support police-led crime prevention against narcotics-related illegal shipments in Swedish postal and parcel flows. The study is based on a qualitative document analysis of policy documents, methodological support material, evaluations, legislation, preparatory legal works, and research literature. The analysis focuses on three recurring parts of the work process: the reception and documentation of signals, prioritisation and choice of course of action, and feedback and follow-up. The findings show that TIF has a clear strategic and preventive logic, but that its practical quality depends on how well this logic is translated into everyday routines. In particular, clear reporting channels, usable documentation, understandable grounds for prioritisation, learning-oriented feedback, and managerial and organisational support are crucial. The analysis also shows that legal frameworks, especially the confidentiality and information-sharing provisions of the Postal Services Act, are part of the method’s practical feasibility rather than merely external constraints. The thesis concludes that TIF works best when it is understood as a coherent police work process rather than as a general collaboration model. Its value depends on whether it supports movement from signal to documentation, from documentation to prioritisation, and from action to learning-oriented feedback over time.
