Allt klart? : En studie om utvärdering och utvärderingsystemen kopplade till satsningen “Stärkta bibliotek"

Sammanfattning

This essay aims to explore how the national investment program “Stärkta bibliotek” has been evaluated on a municipal level, in this case Umeå Kommun, and on a national level, the Swedish Arts Council (Statens Kulturråd) in this case, through the lens of academic evaluation theory and evaluationsystem theory. The essays answers the research questions through both qualitative semi-structured interviews with three informants over the course of five interviews, and through qualitative document study of reports that have been published in connection to the program. The collected data was analysed through a thematic analysis method. The data was sorted and interpreted first in terms/themes connected to evaluation theory and evaluationsystem theory, and then analysed through themes that emerged from the data. The essay concludes with a discussion first surrounding how the municipalities work can be interpreted in terms of evaluation, followed by the national actors. Followed by a brief discussion surrounding the uses and long-term effects of the program. Ending with a discussion surrounding the evaluation work as a whole understood in terms of evaluation systems.
