Att förstå det kommunala uppdraget : Skapa delaktighet och förståelse i studie- och yrkesvägledargruppen med hjälp av dialogkonferenser

The Municipal schools in Sweden have in addition to the National Governing documents (Education Act, National Curriculum) also the Local Governing documents decided by the local politicians. It is not always understood by those working in the schools that this is also one of their tasks to carry out during the calendar year. The aim of this study was to examine in what way the use of Dialogue Conferences among Career Guidance Counsellors could contribute to the understanding of and participation in implementing Local Governing decisions in their daily practice, with a special focus on their individual learning and the learning in their communities of practice. The study has been carried out as an Action Research study in my own setting, a Career Guidance Centre with approximately 100 employees. During the years 2021-2022, a total of six Dialogue Conferences were carried out within the centre and totally 42 Career Guidance Counsellors agreed to participate in the study, which generated a total of 600 written statements. The analyse was mainly made based on Berg’s theory of “The available scope for action” and Røvik’s “Translation theory of knowledge transfer” understood as the need to identify and capture “the available scope for action” in each individual setting to be able to translate and transfer the political decision and implement it in the school. The focus in this study was on the participants understanding of the document, their translation of the task and their ability to implement it, not on the content of their actions. The result showed that the Career Guidance Counsellors understanding of the Local Governing documents developed during the process with the Dialogue Conferences. So did also their ability to interpret, understand and convert the local political decisions to actions in their own daily practise. The study also shows that the capability to reflect both upon their own work and on the work of their colleagues in their communities of practice, increased during the scope of this study.
