Sammanfattning

This thesis examines the Energy and Climate Council in Örebro county from a multi-level governance perspective. The purpose of the study is to investigate how the council is structured, how collaboration is organized and how the members experience the practical work in the council through the process of climate change. The study is designed as a qualitative case study based on semi-structured interviews with members in the council, representing both the public and private sectors. Data is analyzed using thematic content analysis. The analytic framework is organized around two theoretical perspectives, including multi-level governance type II and criterias for successful community coordinating councils. The findings show that the Energy and Climate Council function as a network-based collaboration. In conclusion, the council is perceived as an important arena for knowledge exchange although the practical impact is constrained by limited resources, non-political mandate, voluntary participation and difficulties with lack of time.
